This is an aftermarket reproduction by the Dart-Enco Company of the Packard hood ornament that would have gone on 1939-40 Packards sold mostly in southern California. The original Packard "donut chaser" was considered too "in your face" for laid back SoCal even then, so an influential dealership got Packard to issue special hood ornaments just for their state. Hence the arms bent back and folded into the wings, instead of the normal position of holding a wheel out in front with outstretched arms.
